Resident Handbook, page 1.
The St. Louis County Department of Justice Services operates a correctional facility that detains adults and certified juveniles who are pre-trial or serving County sentences. This Resident Handbook has been developed as a reference guide for your benefit and is an important part of your orientation into this facility. You are responsible for knowing what this handbook contains and for following the rules and regulations outlined herein. This Resident Handbook will help you understand what conduct is expected of you while you are incarcerated within our facility and the types of programs and services that are available to you. If you have any reading or language difficulties that will prevent you from understanding what is expected of you, arrangements will be made to assist. All information in this handbook is subject to change at any time due to safety and security of the facility. You will be notified of any changes via notification on the tablet and/or signage in your living area. You will have orientation within twenty-four (24) hours of admission to a housing unit. This orientation includes a review of the Resident Handbook, a video presentation on how the facility operates and general housing unit rules. Any questions you have will be answered at this time. Various programs and services have been designed by our staff to provide you with the necessary tools for a positive return to society. You are encouraged to participate in any or all programs and services that your classification or status permits. If you violate any of the rules and regulations of this facility, disciplinary action will be taken against you. If you engage in criminal acts, you will be subject to prosecution. Any questions or concerns should be directed to your Housing Unit Officer or Corrections Case Manager. DEPARTMENT GOALS AND PHILOSOPHY The goal of the St. Louis County Department of Justice Services is to serve the community and its criminal justice system by providing security, supervision and assistance to those persons who, by law, are mandated to our custody. The St. Louis County Department of Justice Services is committed to the standards set by the American Correctional Association in providing for the secure custody, safety, health and welfare of all persons confined in our facility. The St. Louis County Justice Center is designed and managed utilizing the "Direct Supervision" concept of detention facility management. Through this concept, your environment is structured to provide a positive behavior management system to meet your critical needs and promote individual self-sufficiency and accountability for your actions. This simply means your behavior dictates the level of your classification during confinement. Positive behavior and compliance with the rules and regulations ensure you are afforded certain incentives and privileges such as educational programs, visiting, television viewing, recreation and telephone service. Failure to comply with the rules and regulations will result in the loss of some or all of these privileges. Our staff are highly trained professionals who strictly comply with regulations for safety and security. For this reason, it is hoped that you will understand the necessity for security requirements, rules, regulations and structure. As a resident, it is your responsibility to comply with the rules and regulations of the facility and the directives of staff. POSITIVE BEHAVIOR WILL BE REWARDED NEGATIVE BEHAVIOR WILL BE DISCIPLINED CLASSIFICATION
