Resident Handbook, page 58.
During the booking process, all monies in your possession were deposited into your resident cash account fund. While you are incarcerated, additional money may be deposited into your cash account. Your family and friends may make deposits into your account using the kiosk located in the lobby of the facility, via the internet at www.accesscorrections.com, or toll free phone by calling 1-866-345-1884. Deposits may also be made through U.S. mail. If money is sent to you through the U.S. mail, it should be in the form of a cashier's check or money order made payable to the St. Louis County Department of Justice Services. Government checks, (e.g., welfare, social security, supplemental security income and unemployment) will be forwarded to your Unit Manager for eligibility determination. Non-eligible government checks will be returned to sender. Your name and resident master number must be placed in the memo section of the money order and/or cashier's check. Personal checks received in the mail for deposit will be returned to the sender. Cash should not be sent through the mail. Persons sending funds to you through the mail should address the envelope as follows: Your Name/Resident Master Number Floor - Housing Unit - Cell number (example - 4-B-26) 100 S. Central Clayton, Missouri 63105 When money is deposited into your account through the U.S. mail, you will be given a receipt for the full amount deposited. When money is deposited into your account via the lobby kiosk, internet, or telephone it will be your responsibility to check and verify the deposit using the commissary kiosk in the housing unit. If you owe money to the facility from prior incarcerations, any funds deposited into your account will be used to reduce the balance that is owed. Money that is deposited on an account with a negative balance, either at intake or via mail, kiosk, internet, or telephone, will be used to reduce the balance owed before funds are available for commissary, until the balance has been paid in full. When you are released, your funds will be returned to you via a debit card. An informational packet will be provided, with the debit card, upon release. If you have more funds in your account than can be placed on the debit card, please contact accounting to request a refund check for the remainder. Should you be released to another facility, the balance of any funds owed to you will be mailed to you in the form of a check within seven (7) business days. You are allowed to release money from your cash account to anyone outside the jail that you have approved. A special check request must be completed to release funds and there is a $5.00 fee for this service. NOTE: Your money or property cannot be released or transferred to another resident. You are not allowed to have money on your person while you are incarcerated. A violation of this rule will result in disciplinary action.
