Resident Handbook, page 22.
The Department of Justice Services has "Zero Tolerance" for any type of staff sexual misconduct with residents. Staff, which includes all County employees and volunteers, are strictly prohibited from being involved in sexual behavior with a resident. These behaviors include, but are not limited to: sexual assault, sexual abuse, sexual intercourse, sexual harassment, sexual contact (e.g., kissing, intentional touching either directly or through clothing unrelated to operational needs), behavior of sexual nature of implication and conversation or correspondence suggesting a romantic or sexual relationship. Other prohibited behaviors include: sexualized name calling between staff and residents, staff who "observe" residents of the same or opposite sex during a period of partial or total nudity for a period of time longer than necessary for facility security interests, staff having physical contact with residents outside the need for searches and related security functions, and staff who make explicit comments about the physical appearance of a resident unrelated to operational needs. Note: This does not prevent staff from conducting pat or strip searches according to normal operating procedure. Residents who have knowledge of a staff member exhibiting any of these behaviors should immediately inform the Department of Justice Services Administration staff by the following means: - verbally inform a staff member - complete a PREA form on the kiosk or tablet - write a letter and send it through Inter-Office Mail (addressed to Administrative staff member) or to the Executive Secretary at the St. Louis County Department of Human Services, 500 Northwest Plaza Suite 800, St. Ann, MO 63074 - call the message line number at 314-615-5055 free of charge A resident, who is a witness to sexual misconduct, may request to be anonymous and that request will be honored, unless it is found that the resident made a false/malicious allegation, as necessary to conduct an investigation, or for purposes of legal or disciplinary action. If it is found the resident has made a false or malicious allegation of staff sexual misconduct, disciplinary action will be taken, which may include, but is not limited to; administrative segregation pending a hearing, loss of facility job, and/or moved to different housing unit. If a resident makes a false report to the police, it may result in a criminal investigation. The Department of Justice Services prohibits retaliation against residents who report sexual harassment. If you believe you are being subject to retaliation, report it immediately as set out above or below. THE AMERICANS WITH DISABILITIES ACT The Department of Justice Services of St. Louis County supports the American with Disabilities Act and will make reasonable accommodations to ensure persons with disabilities receive equal access to all programs and services. If you require assistance, please notify the Housing Unit Officer, Corrections Case Manager, Unit Supervisor, or Unit Manager either verbally or in writing.
