Resident Handbook, page 11.
Collect phones are available in each housing unit and in the dayrooms of the Infirmary. Calls will either be charged to the receiving party or the residents' phone minutes purchased from commissary. All calls, whether local or long distance, are charged. T.D.D. phones (Telecommunications Device for the Deaf) and video phones are available in the facility for those residents who are hearing impaired. The use of the telephone is a privilege, not a right. Residents are required to acknowledge the rules for telephone use before telephone access is granted. Any abuse, illegal use, and/or violation of rules and regulations will result in the loss of telephone privileges. Three-way calling is prohibited. Phone calls are recorded and are made available to the media or law enforcement agencies at their request. Residents are not allowed to use or share the resident master number or pin number of another resident to make phone calls. Loss or suspension of phone privileges will occur if a resident is caught stealing or using resident master numbers or pin numbers other than their own. All units not on disciplinary segregation will be allowed one (1) phone number to make unlimited free phone calls. Facility and institutional workers will receive additional free phone calls. Phones will be turned off each night and at any time necessary for facility security or during emergencies. The tablets can be used to make phone calls during established hours that are subject to change. While using the phones/tablets, you will handle your phone conversation in an acceptable manner. Loud conversations will not be permitted. Foul, abusive, or threatening language will not be tolerated and may result in the loss of your phone privileges. The phone receiver will not be left hanging unattended, and any damage may result in disciplinary action taken against you. Residents on lockdown status and/or who are housed in Disciplinary Segregation will be allowed telephone access to their attorney and/or the courts, only with the approval of the Unit Manager and/or Case Manager. Residents on Administrative Segregation Pending a Hearing will be allowed one ten minute phone call per week at the discretion of staff. Incoming calls for residents will not be accepted. Messages will only be accepted for death notifications and legal matters that have been verified by the Unit Manager, Case Manager, and/or Watch Commander. Federal residents will not be allowed to use any phone except the phones in the housing unit dayrooms and the tablet.
